The avant-popper Julia Holter has already made videos for three of the tracks from Loud City Song, the album she released earlier this year: for “World,” for “In The Green Wild,” and for “This Is A True Heart.” Now she’s got another one, for the tense and skronky “Horns Surrounding Me,” and it’s a dark and tough-to-parse tone poem about dark city streets and abandoned theaters.
