Two alleged heroin users arrested in Scranton Matthew Payne, 23, 1138 Philo St., and Brittany Lynn Fornaszew-ski, 19, 502 Waverly Ave., picked up the detective in downtown Scranton on Tuesday afternoon after agreeing to buy heroin for the investigator over the phone, according to a criminal complaint.
