Like litzigig said, the post with the picture said that it was actually take in Japan (the country that corresponds with the language used in her "tatoo"). The picture was then used in a Chinese newspaper to promote a show in Hong Kong. Avril isn't dumb or an idiot - it's her effin PR ppl's blunder.

turns out this is a bit of a hoax. this photo was in a HK newspaper promoting an UPCOMING show in HK. this photo was from a previous nights show in Japan. the blogger that posted this has actually been getting this falsity published in legit or near-legit media outlets. there was nothing in the paper that indicated that this was supposed to be for HK not Japan. this was simply a story saying "Hey HK, Avril has recently played in Japan and is coming to HK"

The relation between Japan and China (and all other Asian countries) is not something I would call "friendly". Diplomatic, yes, friendly, not so. This goes back to World War II, where Japan has slaughtered many Asians during their Far East campaign.
The problem is that Ms. Lavigne's PR people gave HK Magazine (where the promotional ad was appeared in) a photo showing she has "Japan is the best" on her right arm, and to use that as the ad for a Hong Kong tour. That is a very bad idea.
Just imagine, what would happen if a neo-nazi was to pass out flyers in a Jewish temple?
