I don’t think Michael is comparing those early solo albums to Bazza Manilow (who is actually a decent singer, despite being an easy target). Scott began as a pop star with the Walker Brothers — and some of that work is magnificent. Things started to get interesting with Scott 4 and Nite Flights.
