According to the NINWiki page, the statute invoked by the BOM (§ 24.12.2) was also found on the back of a NIN tour shirt in Germany, which seems to be the spawning place of most of Reznor’s cryptic antics. Also worth noting: If you press “*” during the message and enter 445-6580 at the prompt (followed by another “*”), you’ll hear:
