Chlöe Howl, the teenage British pop wailer, made an impression on us with her brassy, tough single “Rumour” (and with its YACHT remix). She’s now followed it up with the grand, slick, impressive “How Proud.” When someone with no album out makes a song that seems to be built with arenas in mind, you have to admire the moxie.
