For example, residential segregation in suburbs that didn't exist prior to the Fair Housing Act does happen voluntarily as a result not only of individual white buyers' preference to live in whiter neighborhoods, but of non-whites' preferences to live among co-ethnics. (This is how my kids attend a school that's 40/40/10/10 white/Latino/Asian/black, when there are schools in the same district with identical income and test score profiles that are 60% Chinese.) Interventions at the individual/household level - the hearts and minds stuff - seem like the only way to address that issue.

I'm not sure that shaming men in their forties for their choice of sexual partners is an especially effective means of combating colorism. Although it can evolve, sexual preference is overall pretty well set by the end of adolescence. Speaking out against ad agencies and film/TV studios for clear discrimination against women with darker skin and/or more African features seems like a more productive approach.
